No, Congress and the president are elected separately. The House of Representatives (lower house) has elections every 2 years, the Senate (upper house) every 6. Presidential elections are every 4 years.

Where those coincide varies from state to state. And it's the same principle on the state level (US states function like mini-countries).

Edit: they will also have special elections in an off-year, if a politician resigns, dies, accepts a new position, etc.
