To explain something most people only familiar with American Power Projection won't get. Russia is -super-specialized- in defensive warfare. What the clear military goal here is, is to use special forces and more elite troops for the assaults then send in the conscripts to -fortify like mad-. This artillery isn't to help the assault, it's to make retaking the place impossible.

They know they cannot survive a long offensive-focused war. What they can survive is a war of attrition if they entrench first and maintain air superiority.
