After the USSR collapsed they were actually the third largest nuclear power just by virtue of how many soviet warheads were left on their soil. They gave them up as part of an agreement that their sovereignty be protected in absence of nuclear deterrence. I'm sure they regret that now. Because even in the most self-serving wars, the principles of Just War have to be followed in order to keep the conflict contained to a scale that is winnable.

Think of it like aggro in an MMO. If you go around invading whomever whenever or using chemical weapons, then more countries will join the war to put a stop to you than if you conducted a restrained conflict. All your actions in a war should be dedicated to ending the war. This is why nukes in WW2 were justified, but using nukes today would not be - today they’d escalate the conflict, not end it.

The laws of war are not moralfaggotry, they are cold hard logic.
