These maps are always fun for how full of shit they are. All of the major power stations and military bases and key infrastructure it fails to target. It's always 60's era "nuke the cities" civil defense BS. The point of the strike is to destroy your enemies ability to wage war not rack up a kill count.

Conscription does exist in Russia yes. A 12-month draft is mandatory for all male citizens aged 18-27, with a number of exceptions.
