NO they dont, the Permanent members just have veto power.Security Council votes (the only votes with actual teeth) have to be unanimous. Always been that way.

I can understand Russia not wanting to be hemmed in by NATO, but lets be real, NATO was never going to INVADE them. NATO has too many anti-war non-jingoistic members. If the Ukraine had joined NATO, it wouldn't have presented an existential threat to Russia, except maybe in Putin's mind, just been an economic and political thorn. It would have meant that Ukraine was off the table forever for taking back as a puppet state or actual territory.

quite the opposite IMO. if some sort of Minsk3 is announced, where Russia ceasefires onto Ukraine in exchange for Zelinsky being Putin's bitch, then Ukraine is all but Russia territory in name only. they will NEVER join nato as long as russia enslaves them.It's all or nothing. If Ukraine and Russia signs a ceasefire, Ukraine is almost certain to join NATO if at the very least work some treaty to were Europe would be able to aid them militarily.
