India has always had relatively good relations with Russia and they get a lot of their military gear from there.

There's a reason such a major country barely played a role during the Cold War: they were effectively a neutral country without officially declaring themselves as such, and instead cozied up to both blocs in equal measure.

I for the most part agree. No one would give a shit if they kept it contained to their LARP circle and did not suddenly get NATO funding, training, and "legitimacy" in the eyes of the adoring globohomo media.

Depends on where you are. Saint Petersburg, the deep south and Russian Riviera (Krasnodar, Sochi, Gelendzhik, etc.) Moscow (duh), Vladivostok, and a smattering of regions in the interior aren't half bad.

The rest indeed is half-frozen or fully frozen hellscape with all the aforementioned sociocultural issues.

Ackshually, you can make good pasta with no wasted water. You only need to add the amount of water the pasta will absorb. At least smaller pastatypes and not spagetti.

The trick is that you need to keep stirring it and turn down the heat a bit, especially once the pasta has absorbed most of the water. I often make pasta like this at home where I obviously have unlimited water. It's much quicker to heat the water, less dishes (as I don't need to strain the water away), and having the cooked pasta be a bit more starchy on the outside (but still the same texture) is a good thing in many dishes.
