In the US it isn't bad because people actually learn to use those guns. Ukraine, far as I am aware, either had a small armed population or banned guns entirely.

You don't arm civilians with rifles without training them the basics. Already there are posts of them trying to sell the rifles online for money.

On the job training. The Iraqis put it together easily enough.

they are not expected under international law. Agressor bears full responsibility for all the shit, just like US civ laws, where anyone killed in a bank you are histing is murder charges against you.

Another factoid is that occupying force bears responsibility for the welfare of locals. If they starve, it's on Russia.
