People under the age of 18 are not considered adults in the US and also can't be diagnosed with personality disorders per the DSM iirc. Specifically because they are children whose brains are still developing and theres no way to tell if it's just teen angst they'll grow out of or a disorder.
In extreme obvious cases we can diagnosis at 16, but no we don't diagnosis them until 18 ususally. There are pre-cursor disorders that people may be diagnosed with such as someone who ends up being anti-social personality disorder may be diagnosed earlier with oppositional conduct disorder.

That depends on the state and context. For example in Georgia the age of sexual consent is 16, but the age of majority (legal adulthood) is 18. Now in Mississippi the age of majority is 21, by that standard are 20 year olds ‘children’? Doubtful. For most places there isn’t a ‘magical dirt’ type age where once you’re a certain age you’re automatically an adult, it’s a gradual process that can grant you certain freedoms up until you’re the age of majority, be it 18 or 21.

This, if there were some kind of medical test, like a brain scan or something, that could determine if it's gender dysphoria vs. something else that would nip tons of problems in the bud.
