To be honest any or all. Germany and France are both sick of propping up all these failing/wrecked economies. I can't see anyone being thrilled at the idea of a mass influx of Ukrainians once they get membership so free movement. I could definitely see Hungary being one to say no but in reality I would expect more to be against than for (with the for votes being virtue signals when they're certain someone will say no).

They nowhere near meet any of the other criteria (except geographically being in Europe I suppose) so it won't even make it to a vote.
