There is a general child-like belief that joining NATO and the EU will solve ALL of their problems. NATO will defend them so will not have to bother with wars anymore.
The EU will financially bail them out and give them as much free money as they want so that they don't have to reform anything in the economy or
do anything painful at all.

There is a basic refusal in the country to do the hard work of fixing anything. One of the biggest problems the country has had in the last few years is that NOBODY
trusts them with money. If you give them money to do something, they just steal it. If you make an agreement asking them to do something in exchange
for aid, they take the money and don't do what you asked. All this stuff has meant that the US and others kept them on a tight leash, only gave them relatively small
amounts of money and were constantly fighting with them over the most basic economic reforms like making lying about income to the tax authorities a crime.

When not on a photo op, American troops quickly strip all the unneeded added weight and fight in a body armor vest over a shirt with sneakers. Most of the "L337" gear of modern armies is unneeded and designed to make military procurement companies money with limited benefit to the soldier in a specific scenario.
