Ukraine needed to join NATO in 2004 when Russia was still too broke to pay soldiers, still cleaning up Chechnya, and the military too corrupt/inept to form a proper invading force. They could even join NATO without joining the EU. They especially needed to read the writing on the wall with Georgia in 2008. Either that or go non-aligned. If you live next to Russia, it's a bad idea to be an ally of NATO. Join, do non-aligned, or side with Russia. Take a half-measure, get a half-result.

They were buddies with Russia back then though. It was 2014 that put the writing on the wall. If he had been sensible about it he would have made some sort of treaty handing over crimea and the other two break away areas then he could have joined right up to NATO on the spot.
