From what I understood it is Parkinson's and he actually did have plans to appoint a successor and step down before the 2024 election despite the new law being passed. If I remember correctly he may have wanted to step down even earlier but covid let him stick around a little longer. The crazy part is most of the world is probably operating under a fascist ideology, they might not call it fascist but it's utilizing most of the realities of it.
