Russia has used these before, cluster munitions as well, during their Syrian intervention. I seem to remember a video of the same streaking pattern coming out of the sky with Christmas music playing while extremely agitated Syrians were screaming on radio comms as it landed.

The plan to carve up Russia, eliminate the ruble, prohibit Cyrillic and Russian and tie the economy to the euro/dollar sounds like an old Cold War plan that was discarded because it was too silly and was just discovered by a diversity hire, who posted it on reddit after getting blazed on a break.

WP has stupidly thick smoke trails and an even bigger smoke cloud when it impacts. US Army uses 'em for smoke screens pretty regularly because of those properties.
