There are not as many generals in the US Army because the Army isn't that big in terms of pure manpower. Commands get merged and shut down all the time. Some generals end up being like the assistant manager at an understaffed McDonalds, taking on responsibilities of people above them without getting the rank, pay, or authority to get resources. Depending on what a general in the US Army is in charge of, it can be an extremely cushy gig, or a stressful shitshow. Their pay also varies widely. There are many different kinds of generals. I've heard a retired Maj. General describe it as being like the dean of a college. The deans of the medical and law schools are more prestigious than the dean of the liberal arts school.

Doubt generals'/admirals' (flag officers) pay varies that widely. You can look at the pay scale, by rank/pay grade and years in service. Basic pay is the same for all at that rank/years of service. Also, there's a cap on generals' basic pay.
To be sure, some generals/admirals, depending on their job, could get some flight pay, perhaps some sea/submarine duty pay, but not that much.

All officers get the same tax-free allowance for food (subsistence), regardless of rank.
Many generals/admirals will live on base. In that case they get no housing allowance. Those flag officers who live downtown would get a tax-free housing allowance, the amount varying with the location in the USA or overseas.
Flag officers can be eligible for certain other pays and allowances, but these aren't usually that big.
In a nutshell, if you are an American general/admiral, one star to four stars, you are paid well compared to many. To be sure, you may not make as much as a civilian equivalent, but in retirement you can often get such civilian jobs, plus your retirement, plus possible VA disability compensation.
Having said that, there's a belief there are too many flag officers in the military. This is long and a few years old but believe the issue hasn't improved, still too many out there wearing stars.
