To be fair it's not that Ame or someone couldn't, Kiara is certainly assertive and extroverted in a way that benefits it but I think you're misreading this as some organic thing being decided in the moment.

When things like this are put together an MC is decided on and steps up to the role (you'll see this repeat throughout the day if you keep watching these group events) It's not "Kiara took charge" it's she was told before recording to take the lead.
