To your first question probably not, even if the post-op flayed, rearranged glans is not sore, bleeding, necrotic or suffering from nerve damage just rubbing it with a couple fingers will feel good but it would be difficult to make a guy finish with so little stimulation.

To your second question, it's mostly in their heads.
