Nah, they're dirt simple and easy enough to clear a jam and maintain. Russians actually make pretty solid guns. Russia is a kleptocracy and this would not be the first time a Russian has walked into a goatfuck because someone ran with bribe money. This explanation works with or without CIA involvement. It's actually less likely that the CIA outbid Putin, because the Ukrainians would have to be so stupid to turn down Putin's offer. They'd be rounded up and killed once the war is lost.
