Russia is not some monolith, especially not its '''elites'''. IMO when someone saw the fail of the initial plan, they decided to give a green light to negotiations. Or maybe they thought that it's time and UA will just give up. If I recall correcltly it was RU who requested the negotiatins in Minsk, not the other way round. But some die-hards '''elites"' considered it wrong, especially that Putin's friend Roman was involved and decided to send a clear signal. AFAIK after that Abramovich got happily sanctioned and fucked off. They didn't want to kill them aparently, only to show them, including Abramovich, that getting involved is a bad idea.Those negotiations were the earliest ones, the russians would most definitely have motivation to prolong them
