Russia is not some monolith, especially not its '''elites'''. IMO when someone saw the fail of the initial plan, they decided to give a green light to negotiations. Or maybe they thought that it's time and UA will just give up. If I recall correcltly it was RU who requested the negotiatins in Minsk, not the other way round. But some die-hards '''elites"' considered it wrong, especially that Putin's friend Roman was involved and decided to send a clear signal. AFAIK after that Abramovich got happily sanctioned and fucked off. They didn't want to kill them aparently, only to show them, including Abramovich, that getting involved is a bad idea.

You vastly overestimate the CIAs current ability to put people on the ground to do that shit. I'm not saying they can't, but since the end of the cold war, they've heavily shifted to just having shitloads of analysts sitting in Langley with relatively few humint assets in comparison. Think of all the intelligence failures the US has had over the last few decades, a lot of it is because the intelligence services rely heavily on paper pushers, and not enough human eyes on location.

Again that's if any of its even true.
