It's not a managerial thing. How could Shinove and INNK possibly keep up with post-2020 Hololive? No amount of Marketing Theory or pie charts can really predict or account for any of that.
But when the three are very explicitly regarded as three separate productions, it is only natural that the budget is divided relative to the size of the department. Hololive is huge by comparison, so they get the lion's share of the budget spent on new members, expensive riggers and artists, advertisements, collaborations etc. Which, in turn, widens the gap between them and the others even further.
INNK will effectively merge with Hololive next month with the induction of AZKi, but you can't do that with the boys. HolostarsJP can only sit and wait for the inevitable moment that StarsEN completely cucks them in every conceivable department, and pray that some of their fans might give them a kiss on the cheek on their way out the hotel room.
