Kinda hard to tell when we can't actually see the order. Null thinks the order may be fraudulent (so not actually from a court) but we don't know yet. Even if it really is from a court, it may have been obtained under fraudulent circumstances, or it might just be provisional - like some chick can go to a court and claim to be afraid of her ex and get a restraining order even without and before any evidence that the guy is actually a threat appearing.
