They do an initial sketch with pencil, clarify with pencil, then ink either wink brushwork or pens then erase their pencil.

I don't actually disagree with the advice. It can actually help you be more loose in your sketching and teach you how to vary line width and be okay with mistakes. There are a lot of really incredible artworks done in ballpoint pen.
But that isn't what Rabbie is doing here lol. Not really. This method is supposed to be sketchy, but they did what they always do and that's draw the head as is without actual guidelines. The hair is a blob that clashes completely with the rest of the face because Rabbie doesn't know how hair connects to the head. It doesn't even look like there was a second thought of how it should fit on the head (which is tiny, by the way. Eyes are proportionally the halfway mark on the head. Rabbie is like opposite Tearzah. Instead of head too big because of stupid hair, head too small because of stupid hair.)
Ballpoint pen has a pretty good range of values, and they didn't even bother putting the slightest bit of shadow on the neck. They couldn't even attempt texture in the hair.

This bitch practiced drawing only eyes on their homework in school and it shows.

Nobody serious does fucking ballpoint pen work. It's popular on the internet because normies go "wow they did that with the pen i take notes with" but they are absolute garbage for anything more than doodles and getting asspats on social media.

Art can be done in unconventional mediums, consider expanding your horizons outside of Twitter and anime conventions.
It isn't the tools that make the art, it's the artist. If an artist (like Rabbie) doesn't have the drive to create, or to improve, it shows, because there only drawing with bare minimum effort to upload something online and don't spent time to actually create something they enjoy.

That's why so many people are failing at art these days. People like Rabbie, who draws once a year when they're bored, thinks it's easy money, so they put up low effort designs on Red Bubble or dropship, but they don't actually have the passion for what they're producing and it becomes too much work with not enough reward. Real artists keep creating even when there's no reward because it's as natural as breathing to them. If they post something and people end up wanting to buy it or buy prints, that's a bonus, but the decision to sell art comes after the decision to make art.
Rabbie and their ilk have it backwards.

She really is a human time capsule of sort to that era. Kinda like how ForeverKailyn is forever stuck in 2004. All that's needed really is shitty Rise of the Brave Tangled Dragons, Superwholock, and Onceler selfcest art.
