Nah, you could run C&C off a raspberry pi running some garbage node.js scripts and an sqlite database. Individual bots are so simple to run they could practically launch as e.g. AWS Lambda single-use function calls all using the same base image; each individual action could even get a new IP address each time. I doubt AWS would even bother banning that activity since bots are allowed on Twitter. And there are plenty of dirt-cheap alternatives now that the "serverless" fad has exploded. By the time a cloud provider decided to ban an account, it's likely already done what it needed to do.
