I feel like Gen 3 onward the models were somewhat made with the talents in mind at least with the artists themselves. Hololive basically just gives some general information on what the Avatar is so for example:
Cover: Nachomama we want you to make a Shark Girl from Atlantis.

The artist takes that information than probably watches the talent's auditions and than goes from there with the design. That's how you end up with models that suspiciously match the talent IRL in some aspects.

They seem to distribute each one to the available girl it looks most like, probably not intentionally but because it subconsciously feels correct to do it that way. People tend to look like they "should," so it wouldn't hurt the decision-making. But since the characters aren't made to fit, there are tossups among the leftovers/mismatches, like Calli/Kiara, that are decided more rationally.

I think the exception is Subaru. Her model looks so much like her it has to have been made for her. She is Yagoo's favorite. He'd want her to feel famous.

They do seem to revise the facial features to look a bit more like the roommates, usually this happens with a live2d 2.0/3.0 update, I think it was pretty noticeable with some like Coco and Marine. It's possible Kiara got the revision done before reveal just because Huke is good papa
