You can serialize and sell one home-made firearm per year without registering as a manufacturer, last I checked. However, you can't legally transfer ownership of a non-serialized build.

Biden's executive order, as I've heard it, would require a legal dealer who buys a home made firearm to have it serialized. However, they could not buy an unserialized firearm in the first place. Or maybe they could? Maybe it's legal to buy one, but not to sell one?
Anyway, Biden is dumb and his butt smells and he likes to smell his own butt.

If I ever want to sell something unserialzed I'll look it up first. Either way, there is no impact really.
