There's no way the organizers looked up the risks and costs of putting these restrictions on, had legitimate (if unfounded) concerns, and made a decision that would hurt them financially but keep people safe. If that were the case, they probably would have planned a much smaller event.

As I'm sure some Kiwis know, conventions are a fickle endeavour, usually undertaken by fans with a strong passion for the subject of the convetion, and either massive amount of disposable income or a willingness to put oneself in soul-crippling debt. If I recall, most cons run in the red for about 2-4 years after creation. This is not a larger con like Gencon or Anime Expo, and they've already stated they can't absorb a big loss. Figure on them not even coming close to breaking even, which will lead to the con shuttering operations.
