Oh my word. I think I know the ice cream shop she's talking about.
There's this very popular local place on the main road near her suburb called Sugar Lips. Their ice cream is very good, they make crazy flavors, sundaes, all that stuff. It's an ice cream stand that's only open in the spring/summer, the kind of place with an awning and lots of outdoor seating but no indoor area for customers. There's always a line, crowd of parents with a gaggle of kids and strollers, or groups of teenagers/college students, etc.
In other words, this isn't a matter of Stephanie sitting in front of the Baskin Robbins parking lot or something. She would be bothering their customers in what is essentially the dining area.

Maybe her parents are actually sending her to a group home and are making her think it's an appartment.
Like they've met up with a social worker and decided that this was for everyone's best interest due how violent she can be and what not.
But since she's thier daughter and they still care about her they're trying to break to her nicely by saying it's an appartment instead.
Crazy I know, but if its something along those lines, it'd be funny as all hell.

She has no idea how to shop for herself, what a basic household needs, having to do things because you have to and not because you want to (that’ll be a hard one for her).
Even if she got food stamps she’d waste them by having groceries delivered instead of going to shop herself, and of course she’s going to love the activity of whatever housing she ends up in.

Is this accurate, though? As far as I know, she's from Endicott. Broome County is one of the poorest in New York, and about a quarter of the population of Endicott, specifically, are below the poverty line. It's been a long time since I was out that way, though, so correct me if I'm wrong. I'd certainly never describe Broome County in general as "affluent", in any case.
...which is another reason why it's upsetting that she was able to get a Section 8 voucher so quickly. There are people in Broome County who literally have nowhere permanent to live but wait for years for Section 8.

I was thinking along similar lines, only worse. My first thought is one of Staph's parents (likely her mother but could really be either) might've received some very bad news about their own health and the other knows they can't handle her along with a terminally ill spouse to care for and Staph undoubtedly getting far worse from the stress. So shit needs to move fast in order to find her some type of separate living situation with whatever support services they can scrounge up to try and help her with independent living skills. If it's anything like it is here, it is far easier to scrounge someone up a subsidized shithole with a social worker to pop by and make sure the situation isn't completely dire and throw a few hundred bucks a month at the problem with a wrangler to allocate it than wait around for spaces to open up in places they warehouse people who can't or won't take care of themselves. Those places need to prioritize people who are far worse off than Staph, who is inappropriate but not usually dangerous and hasn't managed to completely alienate her limited support system yet.
I just can't see the situation being that Staph managed to competently tard her way into a full ride tugboat with her parents' support, despite having to know they were essentially volunteering to vastly increase their living expenses as well as cook, clean and do laundry for two separate households, to say nothing of tard wrangling duties. Good for them if they're just being responsible and want to have a breather in their advanced age, but the speed at which this is happening seems like something more might be up.
