Back when I was relying on community pantries, there was tons of free junk food because it was non perishable and the supermarkets would donate it by the box load. If she was smart she could spend her money on rice and mince and potatoes, raid her mother's kitchen for spices, and get her junk food fix from charity. It's tough but doable.
