How did he not notice his shoes are too big? I struggle to find shoes small enough to fit me, it's very obvious when they're too large. I've also stuffed socks into my shoes to make them fit as well, it worked wonders when I was too poor to pay attention and/or when I was unable to find the size I needed. Wrong-sized shoes can still cause calluses and blisters if they're too big. Foot slops around in there, and the foot's owner has diminished sensation to feel a weird fit or injuries.

I've long ago come to the default assumption that any time Louie asks for money for something that it's total bullshit, and he's just lying to grift for something else that he wants. For US sizes, size 12 men's is size 14 women's. The shoe size conversion charts kind of top off at 14 men's; no way you're finding any kicky heels to fit you, even if you do lumber down the ladies' aisle.

There are not a lot of options for women's shoes at size 14 4E, especially on a budget.

If you're a mentally-stable biological woman with a job and big feet, you just pick from the men's shoes, and probably clogs/Birkenstocks when you get invited to a wedding.
