I doubt theres gunna be riots over this. He's a lone nut. The "Summer of Love" thing got a lot of anarchists in on it because cops where involved and the whole thing was on video. Plus, if the establishment DOES let riots happen, its just gunna drum up backlash in the upcoming midterm elections. Well an argument could be made if we look at the state in question and shooters own manifesto that gun control is a lie.

He could have gone to Alaska or Arizona or Oklahoma to get a proper rifle without hassle but wouldn't do this kind of evil in any of those states, because he implies a high possibility of getting shot back at unlike New York.
