If someone takes time out of their day specifically to hit your place of work/residence/loitering, and they are even slightly capable of any degree of preparation; they're going to win. It's why the only real way to stop that sort of shit, is if everyone is engaging in reasonable steps to keep themselves secure. Ideally every person he shot would have been packing, and every person he shot would be putting in range time. I guarantee you, after the third person lit him up, even with just a small pistol, he'd have fucked off.

Whenever a terror attack happens here in the UK, the normies all go 'he was on a watch-list! How did this happen!'
It happened because subhumans were invited in in the fucking first place when they shouldn't have been! But also because no agency, in the world, short of some Orwellian panopticon is capable of surveying every potential problem 24/7. There are around fifty thousand people working for the CIA and FBI together. Even if every single one of them was tasked with watching a person; you wouldn't put a dent into the amount of random weird shit people buy and do. Threat analysis takes time, it costs manpower and money; every government watchlist is going to be bloated with 99% noise, and 1% actually dangerous people; of those one percent, only a small percent of them are going to likely take any action, and of those, only a small percent have done something that would let any glowies legally go after them.
It's triage, on a national scale; and the 'bad guys' only have to get as far as 'I have the ammonia nitrate and a basic grasp of chemistry, let's rock' for a week or two and they're ready to do damage. The law acts in a slow, methodical and systematic manner; loner weridos don't, they get up one day and go 'I wanna do something!'.
