No, AFAIK it's uncontrolled shutdowns due to equipment failures. Usually big equipment, like whole plants. The problem with Texas' power grid - which is completely disconnected from the rest of the US (thanks Republicans) - came to light during the snowmageddon last year when hundreds of thousands of people were without power for days.
Now we're told, fairly regularly, to avoid using too much electricity because the grid might fail again.
In my case this was a pretty quick failure, it was back in 45 minutes, but still.
Now one of our electric breakers is crackling when we turn it on. The one controlling the AC compressor outside. Fuck, tomorrow is going to suck.
