Amish generally have lower cognitive abilities than other European Groups and the myth of Jews being super inbred is just that - a myth. Perhaps in some areas of Central and Eastern Europe that was true at one time but it was never the case among Sephardic Jews. Lots of unsubstantiated things by both parties. Both European and Asiatic peoples did several innovations and breakthroughs. However, the difference of European peoples is that they managed to create global maritime empires which set the material conditions for the Industrial Revolution. You had the Song Dynasty and the Majapahit creating large maritime empires, but they did not manage to go to a global scale. The Song though, could if it was given a few more centuries, but the Mongols obliterated it.

I would not ignore a genetic factor affecting those peoples, but it is more nuanced than just "White" or "Asian". The Qing were isolationist for a good reason, since the Europeans caused a inflationary crisis in Guangdong during the Ming Dynasty with all that silver-based trade. The Qing wanted to be able to regulate silver imports to prevent similar events, essentially their control of trade was a primitive way of having a monetary policy.

By all metrics they've been at the bottom of human achievement for sometime, every other race has surpassed them, be it due to cultural advancement, genetics, or both, you decide.
