That's bullshit. You can go past IP bans on phones by turning the Wifi off and using 4/5G to connect to whatever site. They can't ban you as easily since the IP address that you use isn't the same each time. That's how I get past IP bans on 4chan sometimes.

1) Aged email: twitter and Facebook use breach data and other tools to check and see how old your email address is. If its brand new you're getting instantly locked. If its an old email that appears in breach data they assume its real

2) Phone numbers: are released after 90 days-120 days. If you're banned with the phone number 867-5309, they can't blacklist that number forever as phone numbers change. Much like Tomboy said with the IP, and IP ban isn't really necessary

3) Browser fingerprinting: If you've been banned and some new account is made ten minutes later and it matches your previous fingerprint (timezone + device type) plus other factors (like following the same people and content) you'll likely have your first warning flag on the account

4) The twitter App: dont ever use this at all and get it off your phone, tablet, computer. Its spyware and you'll never not get hit for ban evasion
