Yep. Our legal system is ridiculously lenient towards sex offenders and mentally ill criminals. Hell, the Sex Offender Registry isn't even public here. Short of legal obligations to inform neighbors when SO's move in, your neighbor could be a convicted rapist or pedophile and you'd never know.

They did that as it some how protects the victim, because you know having it public means you also have to have the list of victims on it too. It's bullshit, but Canadians laws are still to close to British laws. It's also pretty hard to even convict a sex offender. Just look at the Syrian refugee who went around a waterpark in Alberta to fondle little girls and wasn't convicted because the girls talked about what happened to them before hand.
