I'll agree that China wouldn't bother building based in the Americas. The logistical problems are too severe to bother with it. Which is why China would hire Cartel mercs to engage the US in deniable attacks. The strengths of the US military, such as air power and naval power, can't be utilized domestically while the Cartels can engage in their strengths as a guerilla force overtasking already overburdened law enforcement. Given current trends on law enforcement, overall US strength will be sapped as law and order breaks down.
