For all the discussion about contacting the student affairs offices at this person's college, is anyone realistically going to do that? I mean, I think IRL weening is autistic as hell, but this is a legitimate case of concern for the health of the other students at this school and an exception can and should be made.

I think collecting some basic evidence (especially if he's doing this on school property) and contacting the school would be enough. Surely this idiot has said enough personally identifiable and incriminating things that he'd be up shit the creek without a paddle if the dean or housing authority found out.

His face is too fat for me to tell from the Instagram photos, but since I'm immune to pictures and gifs of gross shit I went back and screenshotted the room from the OP:

It looks like a bathroom or something. That's a towel rack on the wall and what looks like a small white trash can in the back.
