Do people deliberately leave nails on the road or do they end up there by chance?

A couple of day ago, I ran a rusty old nail with my car and had to get it out of my tire. It made me wonder if there are people in this world that would deliberately drop them on the roads for kicks or not.
So, do people deliberately leave nails on the road or do they end up there by accident or even a combination of both?

I once rented a house to a complete nigger. Every year I would spend a week de-junkyarding the lawn. When they moved out, the entire earth was carpeted with a mix of dog/catshit, trash, and junk. I got multiple flat tires, as it seemed screws were wildly cast across the driveway.

It is 1000% more likely for a person to have a box of common nails in their toolshed/garage/basement than square cap nails. Instead why not line the road with C4 and hook it up to a pressure switch so it detonates when a car drives over it.

Besides, the shingle part is for the stealth aspect. The big shiny flat surface of that type of nail is more likely to reflect the sun and be noticed.
