Given the DNC's lack of foresight, probably the latter.

Barack Obama was a lazy president. He was lazy in office, lazy at the DNC level and didn't really do anything to help the party and it lost about 1000 political seats. The weakness of the DNC is a huge part of how Donald Trump even ultimately won.

He's too self-absorbed to do anything tangible to help the party. It doesn't do any good to say, 'This isn't really Obama's fault that the DNC was taken over by the Clintons and turned into their slush fund." He was the president, TWICE, why did he let a cabinet member big-time him? Why'd he sulk and slink away to eat scooby snacks when the Clintonistas were tanking the party if he cared so much?

Right now the midterms look like they could be cataclysmic for the DNC and Barack Obama is doing the absolute bare minimum. You could even go so far as to say he's selling the Biden administration out. He did almost nothing to campaign for the Biden/Harris ticket and he's absentee again. He probably sees the Biden administration fucking up everything just like he knew it would and doesn't want the fail-stench to harm his legacy. How much do you think it chaps his egotistical ass when people call Joe Biden the third term of Obama?

I don't think Obama is as inspirational as the media claimed him to be. Not would they want him on the campaign trail because even Obama's years were much better than now.

Part of my job involves talking to people who have been through traumatic experiences. In some cases, they've lost everything. Imagine how you would try to begin that conversation. What can you say in the face of the unimaginable? A lot of people I worked with, hell, I locked up. Just couldn't think of anything to say. It helped to have a template that you could at least draw inspiration from, questions that had worked in the past and was a lot more sympathetic than blurting out "damn, your shit got fucked" or something like that. It really helped me, I can say that for sure, and it helped the people I worked with.

It's disingenuous to compare this to Biden's card, and also disingenuous to say that it "appeared to be a reminder for him to show empathy." I think it's more a sign of humility and putting their wellbeing above your self image to have something like that and use it. Because it's not about you. It's about them.
