Giving more power to states is all well and good, but quite a few of the states where abortion is now illegal are ones where poverty and teen pregnancy are common. How is this supposed to make anything better?

technically no, functionally, you are right. Reconciliation doesn't matter in this case, as it only applies to budgetary matters. Normally all you need in the senate is a majority of votes, 51. in the case of a 50/50 tie, the vice president can vote and break the tie. However, the minority party can filibuster, which is to endlessly talk and prevent the bill from going to a vote. The senate needs 60 votes for "cloture" which means to end debate and force a vote.
