No, its the one thing those moron sovereign citizens are right about, however you arent stopping them from going to another state, you would theoretically be stating that by performing an action in another state you are guilty of a crime in your "home" state.You can’t really restrict interstate travel iirc.
Again I'm no great legal scholar in US law, I'm sure theres actual lawyers around here that could tell my I have the legal intellect of Chris Chan, however I think theres a possibility of some states trying on this type of new law.
