I believe it's based on gender presentation, sexuality or assumed sexuality, race, if they've commited crimes before, and whether or not they're dead. If they can be portrayed as fruity, are nonwhite (Dahmer's gayness cancels out his whiteness based on Gyro's own logic of "queerness cancels out whiteness"), and are fucking dead, they're prime candidates for the harem.

So Ted Bundy, as a masculine cisgender white man who is a serial killer, would not qualify for the harem. Fritz Haarmann, a cisgender and white but gay serial killer who was also a pedophile, could qualfy for the harem based on his gayness/pedophilia/the fact he's a serial killer.
