Who cares? If the plate is registered correctly, cool. If not, then when the cop runs the plate it should show in their system as either out of date or not real. The opportunity to sink this away is long past, but a Depression offers a relatively unique opportunity to throw huge amounts of money at 'Important Economic Partners' to ensure their solvency, and if that just so happens to help clear a lot of their political debts, all the better. Similarly, they can declare "Well clearly its not our fault, the economy is fundamentally busted and we must make radical changes" to justify going full hog on fucking with everything under the sun.
