They're aren't being dumb. Legally only a doctor can pronounce him dead, the police/firefighters/paramedics cannot. I'm not sure if the news is legally bound from calling it, but they typically follow along anyways and avoid using "dead" until it's formally announced. Instead they say something like they're in "cardio-respiratory arrest" while waiting for the official word from the hospital.I just got a news notification that he's in "heart failure" after being shot.
