I don't precisely know about 3D printing in Japan, but considering the craftsmanship culture in Japan (owing to their history and culture), I'm not surprised about this possibilityGuess I'm gonna have to go with #1 for this one. Shooter looks young, skinny, devoid of any visible tattoos, and has a hairstyle that is the norm in Japan. He may have a thing/interest/hobby for 3D printing, may also have recently picked up on info on how to hand-load ammunition, and - just out of the blue and like a Japanese autist - decided, "Fuck this, what would happen if I were to assassinate a high-profile political party member today?"
Coincidentally, there's supposed to be an election coming up on July 10 for the Japanese House of Councillors.
