Very few if any Japs paid for their WW2 crimes. The US left them to self prosecute when the Cold War kicked off, after already pardoning the entire Royal family who ordered the most horrific atrocities, the Japs pardoned the rest of the worst non-royal offenders, then spent the next 70 years exporting Degen shota and Weeb kawaii deceptive propaganda. The only people who say this are butthurt chinks. There were the Tokyo, Manila, Nanjing War Trials, etc which resulted in a ton of high ranking Japanese officials being executed. Just because the Japanese aren't cucks like the Germans are still paying reparations for shit most people weren't alive for doesn't mean they never paid for their actions.
In general a lot of axis officials got of the hook. Because they were to low ranking to bother with or politically useful for the allies. Many former Nazis had high ranking positions in post ww2 Germany.

This is absolutely untrue. Talk to a gunsmith, or even just a gun enthusiast, to see that this is ridiculous. Forgotten Weapons did a great video on Luty’s design and why, despite being a somewhat functional automatic weapon, it’s not something that will ever allow a civilian force to outgun even law enforcement. The tl;dr of it is that they are guns inasmuch as they can make something fast come out one end. Will it go in the direction you want it to? Will it explode in your face and kill you? Who knows, those are just surprise mechanics.
You can absolutely build decent firearms in your garage if you have minor knowledge regarding working with metal + access to the internet. They definitely wouldn't be as good as weapons used by modern military forces, but I sure as hell wouldn't want to be shot by one. Guns are simple designs and blowback automatics are even simpler, and in recent years processes with 3d printing andndiy rifling in barrels has made them even better.
 
If you have a mill and lathe, even manually-operated ones, you can absolutely build fully functioning firearms that will have good, repeatable accuracy. Design drawings for the AR15 are available and there is nothing in the design that can't be replicated 1:1 by a skilled machinist. Actually, metallurgy is the biggest factor in building well regulated firearms. (let's use that word for its intended purpose today)

The sort of folks with the willingness and capability to do that are generally pre-occupied with other life events that come with being highly-skilled, and they can generally purchase guns off the shelf anyway. The sort of folks who would want to carry out a criminal act don't generally have the skillset, resources, or dedication.

In a war all that changes. It would be interesting to see the US manufacturing capability spin up in the event of a total war. It would probably be like with Repeal Day where the distillers showed up with aged whiskey.

Luty's design was to make something that didn't require welding or machining. It works, sure the barrel isn't rifled but the point was to build something with minimal access to tools and skills.

The IRA used a homemade square tubed open bolt SMG successfully. Really it comes down to the skill of the builder.

Historically the issue has always been rifling and requiring a specialized machine but modern methods like 3D printing and electrolysis have resolved that issue. The method of cutting rifling with electrolysis is extremely precise and easily on par with anything produced by an actual manufacture. All you need is a dowel, wire, and a battery.

Open bolt SMGs are always going to be finicky though.
