All of Arknights player just didn't bother with Jackie because she's off-meta and there are already a significantly better unit.
If I remember right, Jackie consistently comes in last in Chinese popularity polls, and they often just ban people from voting for her, even though her design is very cute and inoffensive. From what I've picked up from a couple different forums is, this started happening after the Taiwan incident, and after they figured out Nagu was actually a holomember.

It may be partially the reason but if the character was meta, even the most diehard nationalist gacha players would find a way to rationalize their love of the character if at all possible. If there were two banners and players were forced to pull between one with a meta character that was literally just a giant penis and another with an off-meta character that was a big tiddy anime girl, they'd pull on the giant penis banner 10/10.
It might just be because Arknights players are a whole different breed, and they're the Chinese equivalent of hardcore SJWs. The giant wave of gacha game censorship that happened last year was because they were assmad that Azure Lane was getting coomer skins, and that they're better than that, so they reported the game to the chink police, causing a giant censorship wave in multiple games. As I've said, Ina's character, and the skin she did in GFL are still very popular, and there's no asspain over them. Chink gacha autism is such a tangled web of incredible retardation, dog eating blood feuds, and backstabbing.
It's a realistic one though Sana wasn't even doing the bare minimum requirement from what we know about Cover's 1st year contract. We know bare minimum that a talent for the first year has to at least stream 1 hour 3 times a week. Sick time and injuries are given a lot of leeway however even after her initial recovery she was still struggling to get out 1 or 2 streams a week.

It pains me to agree with both of your posts, but you're completely right in my opinion. It's a shame that it has to be this way. From my perspective, as a guy who felt no particular strong feelings for her, I hate feeling like the 'wasted slot' insult now retroactively seems true. I never fell in with her even before her whole dead dog arc kicked off her irregularity issue, but because she was a Holo I wanted her to give her best effort to succeed. I know she had the back issue, and I can personally sympathize with her on that front, but it really felt like she wasn't trying. She may have very well been trying her hardest, but she made no effort to really communicate that with the general fanbase. She just felt very distant. I hate to agree that she'll likely be quickly forgotten, but I believe it's true, and I wish it wasn't.
