It's pretty simple. When people overindulge in things, those things eventually lose their luster, and then they have to resort to greater and greater extremes to reach that same high.
People who are both rich and powerful (Like Hunter Biden) have a much greater ability to do just that. The wealth allows them to indulge in things that are simply too expensive for poorer people to do, and the power allows them to do things that'd get most other people thrown in prison.
