Not to mention some shootings/gun crimes are stopped before there are any casualties thanks to armed civilians. There was an armed robbery stopped that way in this area a while back. Guy went up to the register and drew his gun, guy in line behind him drew on him, first guy dropped his gun and bolted for it.

It’s because you can’t stop a mass shooting unless you wait to shoot the bad guy until after they’ve killed enough people for it to count as a mass shooting. If you shoot him before that point, you didn’t stop a mass shooting, just a regular or potential shooting.
