I just looked at others cows to see how long it took them to reach 600 pages. Here is what I got

Maybe it's just me, but it seems he's about to cry because he was cornered and had no way to turn the tables on that discussion. Re sex offender registries being closed or open:

I am too lazy to go up to my Old Shit Archives in the attic and dig out all my old figures on this, so either take my word for it or wait til I get bored and autistic enough to go find 'em again. (If they are in my old papers, they are as old as Lucas looks anyway).

The Cliffs Notes: of jurisdictions that have sex offender registries, those that have closed (i.e. law enforcement access only) as opposed to open (access is public, or includes a requirement to notify) registries have much higher rates of compliance. Subhuman filth do not like open registries one bit and will try much harder to not comply with their requirements to notify.

Now there are all sorts of confounding factors that are in play here, the main one being how often a jurisdiction requires a filth to update their details with the police. My jurisdiction hilariously only requires filth to do this once every 12 months, so if you are a filth, you go make your yearly appointment and then go on the lam, and it will be a full year before plod clocks that you are not where you say you are. Places that make filth check in every 28 days, or that check the addresses filth give, tend to spot that filth are back offending much sooner. It is also true that places where communities are notified when a filth moves in there (the classic Megan's Law) have the highest noncompliance rates of all, as in most normal communities this is just begging for an unexpected catastrophic fire at the filth's property.

There is real criminological and sociological angst over what the optimum balance is between keeping tabs on where filth are, the "human" rights of filth, and the right of communities to be protected from them. So until there is some sort of consensus on how we should best keep track of their movements when they have inexplicably been allowed to roam free in the community, there will be differences in how registries operate.

I will confirm that the operating procedure of plod in every place that has a registry is that when a child or young woman goes missing, they knock all the doors on the registry inside hours. Plod also understand that filth cannot be rehabilitated. Plod have to work with the tools they are given. I have also observed myself many times that when filth enter a new community, the community are often inexplicably well informed in advance of who the filth is, what they did, and where they plan to be living. Since our registry is closed, no one can ever figure out how this keeps happening at roughly the same time the community police are informed of the filth's new details.
