Thanks for the close-up, it definitely looks like a mix of Ephedra species and even tougher woody plants (the lower, darker green ones). I'd agree with your idea that these scrub bushes grew back from deep roots while the grasses were all torn up.If you look at their photos of adjoining properties you can see it's there too, it's just in amongst the grass. My guess would be a combination of being unpalatable and just being the only plant with deep enough roots to still be alive when it was given the chance to grow again.
Actually in this video you can see it's a few different woody shrubs.
Damn though, if those starving alpaca were munching down high doses of ephedrine... the poor buggers.
